Student Policies

Academic Integrity

The College embraces a policy of academic integrity that requires students to display personal responsibility and honesty in their academic endeavors. Violations of academic dishonesty include plagiarism, fabrication, cheating, academic misconduct and any other violations of academic integrity as established by the professor.

When a faculty member determines that academic dishonesty has occurred, he or she may impose penalties, including reduction in course grade, assignment of a grade of F to the paper, test or quiz in question, or assignment of a grade of F for the entire course. Multiple violations of the Code of Academic Integrity may also result in disciplinary action against the student.

Student Discipline Procedures

Rules and regulations governing student discipline are set forth in the Bylaws of the Board of Trustees of The City University of New York. The Bylaws were formulated with the intent to assure students due process and protect their civil rights. The following excerpt is taken from the Board's Bylaws:

Queensborough Community College is responsible for providing appropriate opportunities for the educational and personal growth of its students and for ensuring that their rights as well as the rights of all other members of the College community are protected. Student disciplinary procedures have been established by the Board of Trustees of CUNY to deal with all discipline problems. These procedures are published in the Rules and Regulations section of the College Catalog and the Student Handbook.

Most incidents of disruptive behavior can be handled by the faculty member immediately by discussing them with the student or students involved. Other incidents may require more resources in dealing with matters of discipline. The Office of the Vice President for Student Affairs offers the following guidelines:

1. Students who are manifesting disruptive classroom behaviors should be referred to the Office of Student Conduct (L-418). Any charge, accusation, or allegation which is to be presented against a student, and which, if proved may subject a student to disciplinary action, must be submitted in writing in complete detail to the Office of Student Conduct promptly by the individual, organization, or department making the charge. Complaints should be filed with Public Safety or by emailing the Assistant Dean for Student Development/Conduct. Disciplinary charges will be processed by the Office of Student Conduct in accordance with the University Bylaws. These regulations are published in the College Catalog. Please be aware that during this process the student has the right to remain in class.

The Center for Tutoring and Academic Support provides academic tutoring services for all areas except mathematics and computer science.

College Discovery (CD) Academic Support Center

The College Discovery (CD) Academic Support Center offers CD students a variety of academic support services aimed at strengthening their basic skills, bolstering their academic success in all upper level college courses, and maximizing their retention and persistence through to graduation. Supplemental instruction and tutoring support services are available, such as: individual, group, and prep-sessions - supplemental instruction hours attached to high-risk academic courses such as Math and English; course review groups; and computer assisted academic instruction. Students also have access to computers and a printer to help them prepare classroom assignments.

Mathematics Learning Center

The Mathematics Learning Center provides tutoring for all mathematics courses across curricula. The Center also prepares students for the ACT exit test in mathematics. Students who are studying computer science may utilize fully equipped computer laboratories in S-218 (telephone: 718-281-5172) to work on class and research assignments. Numerous software tutorials are available and range from pre-algebra to pre-calculus. Instructor-led workshops are conducted to prepare students for the CUNY/ACT exit test in mathematics.

ASAP (Accelerated Study in Associate Programs)

The Accelerated Study in Associate Programs (ASAP) is a successful, exciting program sponsored by The City University of New York that enables eligible students to earn an Associate degree within two to three years. ASAP students experience the benefits of a small college within the nation's largest urban university system. In order to be eligible, a student must meet the following criteria at the time of application:

• Be fully skills proficient or have no more than two developmental needs as specified on the ASAP website
• Be a New York City resident or be eligible for in-state tuition (as per the CUNY tuition and fees manual)
• Be an entering college freshman or a continuing/transfer student who has earned 15 or fewer college credits prior to the semester of ASAP enrollment
• Have a minimum 2.0 GPA for continuing and transfer students
• Complete the Free Application for Federal Student Aid and the New York State Tuition Assistance Program application (students that are unable to complete financial aid applications may still join ASAP, however are not eligible for any tuition assistance)
• Enroll full-time in a QCC degree program (Pre-clinical nursing students are eligible to participate in ASAP until their admission into the Nursing program)

Business Technology Early College High School

The Business Technology Early College High School (BTECH) is one of seven high schools that make up the PTECH early college program, a collaboration between CUNY and NYC Public Schools. At BTECH, students can earn a high school diploma and an A.A.S. degree from QCC in as little as 5 years. The school is located adjacent to Martin Van Buren High School in Queens Village. Students take 9^th to 12^th grade courses at the high school and college courses at the QCC campus. Students may pursue an A.A.S. in either Computer Information Systems (from the Business Department) or Internet and Information Technology (from the Engineering Technology Department). All tuition and textbook costs are free to the students (funded by CUNY and the NYC DOE).

Office of Career Services

The Office of Career Services provides comprehensive career advisement and professional development services to all students and recent alumni. The staff educates and advises students about careers and associated curricula of the College and the job/internship search process, assists in the preparation of résumés and all professional correspondence and works to improve critical interviewing skills through one-to-one conferences, an interactive web site and e-mails. Career Services partners with Faculty, the Academies of the College, the Introduction to College Life and Strategies for College Success Courses, Cooperative Education courses, and other groups including campus clubs to bring the teaching of professional development to the classroom and other venues.

Career Services sponsors a Job Fair and an Internship Forum every year. FOCUS 2, a self-guided program that helps students explore and make decisions about their career goals and their major area of study at the College and Optimal Résumé, a tool to create résumés and practice interviewing are free to all Queensborough students and alumni and can be accessed on the Career Services website. Students are encouraged to seek advisement from Career Services staff as early as freshman year to progress in their career development and achieve the maximum benefit of our many resources.

The Office of Career Services communicates with students frequently through student email. Students are urged to check their student email frequently for news of upcoming events and job/internship opportunities.

Center for International Affairs, Immigration & Study Abroad

The Center for International Affairs assists F1 visa students in I-20 processing, advisement, registration, on-and off-campus employment, and curricular and optional practical training. Workshops are offered each semester to educate students on good academic and legal standing, support services, and scholarships. Additionally, the Center provides information on immigration issues, tax reporting requirements, and opportunities for cultural learning and social integration.

The Center administers the Global Citizenship Alliance (GCA) study abroad program which offers Queensborough students an opportunity to gain global knowledge and perspectives as well as develop marketable skills in cross-cultural communication, public speaking, and group work. Students discover insights into other cultures while reflecting on their own in a leadership training program developed in collaboration with Queensborough campus faculty and other academic departments. The Center also promotes high-quality winter and summer CUNY study abroad programs and related scholarships.

The Center promotes CUNY Citizenship Now! events and refers students and members of the community to immigration services for Deferred Action for Childhood Arrivals (DACA), permanent residency, citizenship, political asylum, Temporary Protected Status (TPS), and many other areas. Lastly, the Center provides graduating students with commencement invitation letters for friends and family abroad to assist them in their visitor visa applications.

College Now

College Now is a collaborative program between The City University of New York and the New York City Department of Education. College Now offers high school students an opportunity to experience college life by making it possible for them to take college preparatory and college-level courses while still in high school. Students attend orientations and special events on campus thereby expanding their horizons in regard to post-secondary education.

College Now at Queensborough Community College makes it possible for qualified high school students to participate in either college preparatory classes or college-level courses given at their high schools or, in some cases, on the campus of Queensborough Community College. These courses are offered tuition free to the students and are held before or after the regular school day.

College Science and Technology Entry Program (CSTEP)

The College Science and Technology Entry Program (CSTEP), a joint project of the New York State Education Department and Queensborough Community College, provides support services to underrepresented or economically disadvantaged students interested in science, technology, engineering, mathematics and the licensed professions. CSTEP provides a variety of services including academic and career advisement, internship and research placement, peer-mentoring and textbooks. In addition to activities and workshops, students are strongly encouraged to participate in regional and statewide opportunities to further develop their social and professional networking skills and establish connections that can last a lifetime.

The Counseling Center is available to students who need assistance with personal problems, academic decisions, academic advisement, career exploration, vocational testing, veteran's counseling, and transfer counseling. Consultations with professionally-trained staff members provide students with an opportunity to discuss all concerns with the assurance of confidentiality. Members of the Counseling Center teach ST-100 Introduction to College Life, and ST-101, Strategies for Student Success courses during the academic year. Information about special programs and workshops is available on the Counseling Center' web site.

CUNY E.D.G.E. (Educate. Develop. Graduate. Empower)Library Building - Room 440

The CUNY EDGE program provides a range of services to students receiving public assistance from the Human Resource Administration (HRA) to achieve academic excellence, graduate on time, and find employment. The CUNY EDGE program provides: academic, personal and career advisement; conducts personal-growth seminars and career development workshops; offers scholarship assistance, intersession tuition assistance, summer internship placement and job resources. Students can satisfy HRA monthly engagement through their CUNY EDGE participation. The program also offers eligible students with the HRA Fellowship program consisting of work-hours and the summer enrichment academy. The CUNY EDGE program assist students' HRA-related paperwork. Additionally, the program completes the paperwork for students receiving Administration for Children's Services (ACS) childcare services.

Office of Financial Services

In addition to overseeing the entire aid award operation, the Office of Financial Services provides counseling to students interested in financing their Queensborough education. Among the programs available to students are:

Students apply for financial aid via the internet at FASFA. They may receive assistance with applying online in the Financial Services computer laboratory located in

L-409. In order to receive financial aid students are required to complete the Free Application For Federal Student Aid (FAFSA), each year. Students are also encouraged to apply for state aid by completing a TAP Application. There is a link to the TAP Application at the end of the FAFSA.

More than 60 percent of all students enrolled at Queensborough receive one or more forms of financial assistance. Regulations governing student eligibility for aid are mandatory and specific, based on the types of awards they are receiving. Faculty is strongly encouraged to contact the Office of Financial Services with any questions or concerns, as well as to direct students to seek guidance from the counseling staff of the office. In addition, please refer to the Financial Services section of the college catalog and the Office of Financial Services website for specific academic requirements mandated by federal and state agencies for financial aid eligibility. There are separate requirements for federal financial aid and state financial aid.

NYC Men Teach

The New York City Men Teach Program is a partnership between the NYC Mayor's Office, CUNY, the New York Department of Education, and New York City's Young Men's Initiative. The program has been active at Queensborough Community College since the Fall of 2016. NYC Men Teach seeks to recruit male students of color and prepare them for a dynamic career in K-12 education in NYC public schools. Students have the privilege of participating in conferences, professional development workshops, access to Department of Education teacher mentors, and on-campus one-on-one advisement and support. Participants in the program receive transfer support, as well as assistance in applying to scholarships and a host of special programs. Because of this individual support about 90% of participating graduates attend senior colleges immediately following the completion of course work at Queensborough.

Office of Health Services

The College maintains a well-equipped health services facility that is open to all registered students. The nurse director, a registered nurse, is available five days a week for medical emergencies, first aid and health counseling. In case of a medical emergency on campus, faculty or staff should contact our first responders, Public Safety at (718) 631-6320 who will, in turn, notify the nurse. If necessary, Public Safety will activate EMS and the student will be transported to the ER by an ambulance for further evaluation.

Ongoing services include:

• Immunizations for MMR- Inoculation injections against measles, mumps, and rubella are provided for students who have not had them. All students born after December 31, 1956, must demonstrate proof of immunity against these diseases. Students who are not in compliance may not attend classes.
• Athlete Health Insurance Claims Processing- All students participating on athletic teams must provide proof of health insurance to Health Services prior to team practices. Any sport injury claims occurring during team practice or games must be submitted to Health Services for processing. Supplementary insurance is also available.
• Elevator Keys- Keys may be issued to students and personnel based on a medical need and a health care provider letter for elevators in the Science, Humanities, Medical Arts and Gymnasium Buildings. A deposit is required.
• Student Absence Reports and Medical Withdrawal- Faculty members should refer students who have been absent due to illness for five or more consecutive days to contact Health Services.
• Wellness Fairs- Conducted each semester and open to all members of the college community and neighborhood residents. These events bring together outside health experts and students from the Nursing and Massage Therapy program to provide information and guidance.
• Nursing and Massage Therapy Students- Medical requirement forms may be picked up and submitted once completed to Health Services in order to obtain a medical clearance. Medical clearance forms must then be submitted to clinical professors. Students will not be allowed to participate in clinical practicums without medical clearance. Additional medical clearance may be required for clinical placements.
• Student Health Insurance- Health Insurance personnel are available during the week in the Science Lobby to assist students with obtaining health coverage. Please check Health Services website for days and times.
• Physical Education (PE) Waivers- Students not able to perform in a specific PE class due to a medical condition can request a PE waiver accompanied by health care provider letter and submit to Health Services.

Intercollegiate Athletics

The Department of Athletics provides an extensive intercollegiate sports program. The department oversees intercollegiate athletic teams in 13 sports, including seven for men and six for women. Men's sports offered are baseball, basketball, cross country, indoor track and field, outdoor track and field, soccer, and swimming. Women's sports offered include basketball, cross country, indoor track and field, outdoor track and field, swimming, and volleyball. Teams practice and compete in the RFK Gymnasium, on our on-campus track and soccer field, as well as an off-campus baseball field. Students interested in competing in intercollegiate athletics must submit a valid physical, and medical insurance information, while also meeting academic eligibility standards set forth by the National Junior College Athletic Association (NJCAA).

Office of Military and Veterans' Services

Queensborough has been providing services for veterans and reservists since the 1970's. The Office of Military and Veterans Services provides support and assistance to our military service members, veterans, and their families as they pursue their academic goals at Queensborough Community College. We meet that objective by providing intentional and focused outreach to our population, while assisting our students with admissions, career services, financial aid/benefits, certification, academic advisement, outside agency referrals and other areas that may arise.

Our Student Veterans of America group meets each Wednesday and the opening of the new Veterans' Center in Queensborough's Student Union Building (lower lobby) in 2008, represents an expansion of services as well as a designated space for our military and veteran students.

Entering veterans are encouraged to visit the College website where they will find a Step-by-Step Guide for Veterans, links to information about veterans' benefits, military transcripts, certification procedures, financial aid, the hours for the Veterans Center and many other resources. Services for this population are coordinated through a Veteran's Task Force, composed of key personnel from the Registrar, Admissions, Financial Aid, Bursar, Counseling, and Faculty. Office of Services for Students with Disabilities

Services for Students with Disabilities (SSD) provides students, and faculty, with assistance in meeting the requirements of Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990 (ADA) and the ADA Amendments Act of 2008/09 (ADAAA) as well as other related federal, state and local laws and regulations. SSD's primary goal is "to facilitate the academic success of students with disabilities through the provision of appropriate educational supports and settings while nurturing personal development." SSD works to identify and utilize effective "Reasonable Accommodations" matched to a student's needs.

SSD evaluates students' cases once they identify themselves, or are referred by faculty/staff members/ community agencies. Documentation of disability by a qualified professional is required to determine whether, and what kind of, specialized aids, services, or academic accommodations are appropriate. Once approved by SSD, students are issued an "Accommodations Card" detailing appropriate reasonable accommodations and/or academic adjustments are approved for the student as per ADAAA. Students are required to identify themselves to each professor they wish to request accommodations from by presenting them with the Queensborough Accommodation Card.

Single Stop

Students often face the challenge of having to choose between college and life demands. The Single Stop office connects students and their household members to social service programs and resources to cover these obstacles. We provide four main services: Benefit Screening, Financial Coaching, Legal Assistance, and Tax Preparation & E-Filing. During the benefit screening appointment, a series of questions are asked to determine what benefits the individual or household qualifies for. We assist with the application process, whether new or recertification. During a one on one consultation, the financial coach discusses how to establish a credit line, repair existing credit, provide tips to budget/save, and give an overview of how to apply for student loans. Our attorney assists with family law, consumer law, immigration, and housing (facing eviction or starting the housing court process). Lastly, certified tax preparers are on campus during tax season to provide basic income tax return preparation and electronic filing.

The Student Activities staff seeks to enhance the students' college experience through involvement in extracurricular activities and development of leadership and interpersonal skills. The staff encourages involvement in campus affairs and service through a variety of governance, recreational and personal interest activities. Students have a choice of some 30 plus organizations that focus on academics, faith, cultural, and leisure/recreational activities. The staff works in cooperation with members of Student Government, the Student Senate, the various clubs and organizations, and the student publications.

Club Hours are on Wednesdays from 12:10 to 2:10 p.m. Only a few classes (those with laboratories) are scheduled during these hours to give students the maximum opportunity for becoming involved in campus student life.

The Queensborough Student Association (QSA) is comprised of all Queensborough students. The QSA includes the Student Government Executive Board and numerous students groups and organizations. The Governance Plan of the College calls for student representation on the College Academic Senate and on the committees of the Senate, particularly in those areas that affect students' academic, cultural, and social welfare. QSA also has primary responsibility for student events and coordinates programs, participates in shaping policies and student regulations, charters new organizations, and recommends the allocation of student activity fees.

Student Scholarships

Ms. Veronica Lukas, Dean of Enrollment Management serves as the contact point for students who seek scholarships to support the funding of their college education. To finance this effort, the Queensborough Community College Fund Inc., which is managed through the Office of Institutional Advancement, is intended to aid and promote education and charitable purposes of the College. Funds are used to guarantee scholarships for future generations of students and to enrich the student learning experience. Scholarships managed by the Queensborough Community College Fund Inc. may be based on merit, financial need, or a combination of criteria specified by the donors.

Department chairs or department scholarship chairs are kept apprised of the departmental scholarships available through the Queensborough Community College Fund Inc. for students already enrolled at the College or who may be graduating from the College. The Academic Senate's Awards and Scholarship Committee is responsible for selecting the recipients of college-wide awards or scholarships that are given to graduating students at Commencement.

Established in 1975, the Fund is a non-profit public benefit corporation existing under, and by virtue of, Section 402 of the New York State Not-for-Profit Corporation Law. The Fund is recognized by the Internal Revenue Service as having tax exempt status under Section 501 (c) (3) of the U.S. Internal Revenue Code.

Information regarding External Scholarships offered by various outside agencies can be found on the Office of Financial Services website. In addition, there are free Scholarship Searches students can use to find scholarships that they meet the criteria to apply for.

Testing Services Center, Y2 Building

The role of testing and assessment within The City University of New York is an ongoing activity that involves students, faculty, and staff. Three types of assessment tests are administered to Queensborough students:

• The CUNY Assessment Test in Writing (CATW)
• The CUNY Assessment Test in Reading (CATR)
• The CUNY Assessment Test in Mathematics (CATM)

The CUNY Assessment Tests in writing, reading, and mathematics are placement tests given to all incoming students within CUNY to assess their readiness for college-level course work. Students may be exempt from one or more of these tests based on their scores from the New York State Regents Examinations, and /or Scholastic Aptitude Test (SAT), and/or the ACT. Additionally, transfer students may be exempt from one or more of these tests based on the completion of a 3-credit college-level English course with a 'C'or better and/or the completion of a 3-credit college-level math course with a 'C'or better from an accredited college or university. Transfer Resource Center

The Transfer Resource Center (TRC) serves the transfer-out students at QCC with their preparations for senior college experiences in a variety of academic programs, supports student outreach for transfer awareness, and collaborates with external college partners. The goals of the center are to provide students seeking to transfer after degree completion with assistance and advice, to increase student awareness of transfer options through collaboration with the Academies and Advising and a range of informational events and initiatives, and to develop and maintain articulation agreements with a range of 4-year institutions that align well with our degree programs and help students transfer successfully.

The TRC holds a range of informational events on transfer-related topics throughout the academic year. They also host visits by 4-year institutions that might be of interest to our students. They assist students with their transfer applications to CUNY and non-CUNY institutions. They also provide one on one advising for students preparing to transfer. Students may walk into the center or make an appointment to visit.

The Academic Computing Center (ACC), including the department of Media Services, provides appropriate, innovative and timely technological solutions to facilitate student instruction, develops standards for academic technology deployment and supports the College's special events, classroom and campus presentations. The ACC provides a wide array of academic technology; including a 114 station student computing facility, podia, laptops, mobile devices, media services; several venues to host student, faculty and staff workshops; virtual servers to support student instruction, the online hosting of videos; and technical consulting for Queensborough's academic community.

CUNY Language Immersion Program (CLIP)

CLIP is a pre-college program. Its goal is to provide intensive, full-time instruction (25 hours a week) in the English language to learners of English as a second language who are at a very low proficiency level based on their CUNY Skills Assessment Tests in reading and writing. These are students whose scores are too low for proper placement in Developmental courses at the college. The purpose for attending CLIP, therefore, is to bring their proficiency up to the level of students in Developmental reading and writing courses or higher.

CUNY Start

CUNY Start is an intensive program offered as an alternative to traditional remedial classes. CUNY Start provides instruction in academic reading, writing, and math for college bound students who have not passed the CUNY Assessment Tests. The program, which includes integrated academic advisement, is completed in just one semester. By joining CUNY Start, students have the opportunity to complete all remedial needs, prepare for the challenge of college-level work, and save your limited financial aid dollars for credit-bearing courses. The cost of CUNY Start is just $75, and that includes books as well as study materials.
